New owners and tenants in Varna must sign their own electricity contract with Energo-Pro within 30 days. It is free, usually processed within 5 business days, and supply under your name starts within 7 days. Tenants need the lease plus the owner’s notarised consent (not needed if a notarised lease already includes a transfer clause). Water (ViK Varna) and district heating (Veolia Energy Varna) have their own, separate steps.

How do I transfer the electricity account?

Energo-Pro supplies households across north-east Bulgaria, including Varna. You need:

  • the application form (on the Energo-Pro website) and your ID;
  • owners: proof of ownership (e.g. notarial deed); co-owners need everyone’s notarised consent, heirs a certificate of heirs;
  • tenants: the lease and the owner’s notarised consent.

You can apply through the MyEnergo-PRO online portal, at one of its 13 customer centres, by post to Varna Towers, Tower G, 258 Vladislav Varnenchik Blvd, 9009 Varna, or by email with a qualified electronic signature.

What if I don’t transfer it?

Energo-Pro warns that the previous holder can cancel the contract unilaterally, you cannot access data about the meter or order services, and using the property without a contract can bring legal and financial liability. Some landlords prefer to keep the account and pass on the bills — fine, but write it into your rental contract.

How does water work with ViK Varna?

ViK Varna transfers an account to a new holder against: a copy of the ownership document (notarial deed, contract or housing order), a certificate of heirs if inherited, a ViK printout showing no unpaid bills, and a paid transfer fee. ViK also has a standard owner–user declaration form for cases where the person living there is not the owner. The Varna customer centre is at 33 Prilep St (8:00–12:00 and 13:00–17:00); the national line is 0700 11 300.

From 1 March 2026 household water in Varna costs €3.028 per m³ including VAT (supply, sewerage and treatment). Meters are read monthly; you can also self-report readings online.

What about district heating?

Many panel blocks are connected to the city heating network run by Veolia Energy Varna (formerly Dalkia Varna). A new owner must notify the company within 30 days at its commercial department (5 Yanosh Hunyadi Blvd, 8:00–17:00, free line 0800 14 448), bringing the application form, a copy of the notarial deed (or certificate of heirs) and a notarised protocol in which seller and buyer agree who pays the annual settlement bill. The company’s rules are written for owners and say nothing about tenants, so agree with your landlord in writing who pays for heating. Flats heated by air conditioners only need electricity.

Internet and typical monthly bills

The big providers — A1, Vivacom and Yettel — sell home internet and mobile bundles, and smaller local cable firms operate in many blocks. Ask your neighbours which works best in your building.

Item Typical cost (Numbeo, Oct 2026)
Electricity, heating, water, rubbish (85 m²) about €155/month (range €102–217)
Broadband 60 Mbps+ about €14/month
Mobile plan with 10 GB+ about €19/month

Quick tips

  • Photograph all meters on move-in day and give the readings to the landlord.
  • Ask the landlord for the customer (account) numbers of each utility.
  • Fit utilities into your first-30-days checklist and your monthly budget.

Frequently asked questions

Do I have to transfer the electricity account when I rent a flat in Varna?

Energo-Pro says new owners and tenants should sign a contract within 30 days. Tenants need the lease plus the owner's notarised consent, unless a notarised lease already contains a transfer clause. The service is free.

What happens if I keep paying bills in the previous holder's name?

The previous holder can terminate the contract unilaterally, and you cannot get information about the meter or order services. Many landlords keep accounts in their own name — agree this in writing.

How much are utilities in Varna per month?

Numbeo's crowd-sourced figure (October 2026) is about €155 a month for electricity, heating, water and rubbish for an 85 m² flat, plus about €14 for broadband. Winter bills are higher.
