EU citizens moving to Varna: registering your residence
EU, EEA and Swiss citizens staying in Bulgaria longer than three months register with the Migration Directorate. Here is the basic flow in Varna.
⚖️ This page is general information, not legal advice. Rules change and depend on your situation: check the official sources below or ask a qualified professional.
If you hold an EU, EEA or Swiss passport, you can live in Bulgaria freely — but if you stay longer than three months, you register with the Migration Directorate of the Ministry of the Interior and receive a residence certificate. In Varna this happens at the regional migration office. Always check the official pages.
Who needs to register?
Anyone from the EU/EEA/Switzerland planning to stay more than three months. Bulgarian law ties long-term residence to grounds such as:
- working or being self-employed in Bulgaria,
- studying at an accredited institution, or
- having health insurance and enough money to support yourself.
What does the process look like?
- Get proof of address. In Varna, the migration office asks for a rental contract plus a declaration from the owner (notarised if the owner doesn’t come with you).
- Gather documents. Typically: application form, ID card or passport copy, proof of address, health insurance (for example the European Health Insurance Card), and proof of your grounds — an employment contract, enrolment certificate or proof of funds.
- Apply in person at the migration office and pay the fees. Since 1 January 2026 fees are charged in euro; check the current amounts on the official site.
- Collect your certificate. It carries your personal number of a foreigner (LNCh), which you’ll use for banks, employers and taxes.
Where is the office in Varna?
The Medical University of Varna’s guidance for students lists the migration office at 1 San Stefano Street, open Monday to Friday with a lunch break. Office details can change, so confirm on the Ministry of Interior website before you go.
Tips that save time
- Bring copies of everything, plus originals.
- Forms are in Bulgarian. If your Bulgarian is still basic, take a Bulgarian-speaking friend or classmate — Medical University of Varna gives first-years exactly this advice.
- Keep your certificate safe; you’ll need it for most official steps in Bulgaria.
Where to check the rules
- Migration Directorate, EU citizens page (mvr.bg)
- The law on entry and residence of EU citizens, published in English on mvr.bg
If your case is unusual — family members from outside the EU, for example — get advice from the Migration Directorate or a qualified lawyer.
